LOCAL CONSULTANT — BOLIVIA Agricultural Trade & Market Development Short-term consultancy (10–15 days) | Santa Cruz / La Paz, with travel as needed | Spanish and English required Background The Financial Services Volunteer Corps (FSVC) is seeking a Bolivia-based consultant to support the design of a USDA Food for Progress (FFPr) program focused on agricultural trade, livestock development, and agribusiness. Bolivia has been identified as a priority country under FFPr FY 2026. The consultant will help FSVC understand the local market landscape, institutional environment, and partnership opportunities to inform a technically sound proposal. The selected consultant will be contracted directly by FSVC and will work under the guidance of FSVC’s program design team. Scope of Work Stakeholder mapping: Identify and prioritize key institutional actors across government agencies (including SENASAG, the Ministry of Rural Development, and the Ministry of Productive Development), regulatory bodies, trade and industry associations, livestock and feed companies, importers and distributors, and financial institutions active in agricultural trade. Deliver a prioritized contact list with institutional profiles. Key informant interviews: Arrange and facilitate 10-15 meetings with priority stakeholders to understand market structure, regulatory developments, supply chain dynamics, trade finance availability, and appetite for engagement with international partners. Provide concise notes within 48 hours of each meeting. Sector and trade environment briefing: Deliver a written report (8-12 pages) synthesizing the stakeholder landscape, key regulatory and market dynamics in the agricultural and food trade sectors, partnership opportunities, and practical recommendations for program design. Program design support: Contribute to refining project concepts and activity design based on field findings, including review of draft proposal sections for local accuracy and feasibility. Deliverables Prioritized stakeholder map with institutional profiles (Excel) Key informant interview notes (Word, rolling within 48h of each meeting) Sector and trade environment briefing report (Word/PDF, 8-12 pages) Written comments on draft proposal sections as requested All deliverables will be provided in English Required Profile Based in Bolivia with established professional networks across the agricultural, food trade, agribusiness, or food processing sectors. 7+ years of relevant experience in agriculture, trade, food safety/SPS, or agribusiness development. Demonstrated ability to secure meetings with senior government officials, regulatory bodies, and private sector leaders. Strong understanding of Bolivia’s agricultural trade regulatory environment, including food import/export policies, SPS and food safety frameworks, and trade facilitation mechanisms. Familiarity with livestock, soy and oilseed value chains, animal feed, or grain trade is a strong advantage. Graduate degree in agriculture, economics, international development, trade, food science, or a related field. Experience with USDA, USAID, or other U.S. Government-funded agricultural development programs is a strong advantage.
